The government plans to spend nearly one-third of the budget on boosting welfare next year according to the 2013 budget unveiled on Tuesday by the Finance Ministry.
The government, which will no longer be in power, projects spending of around US$292 billion next year, $14 billion more than the amount set aside for 2012.
It plans to inject over $82 billion of this or roughly 28 percent into creating new jobs and improving health and welfare policies.
The spending plan is based on the premise that the economy will expand 4 percent next year, which is weaker than the government's earlier forecast of 4.3 percent in June.
