Chinese Envoy Puts Off Visit to N.Korea

      Chinese State Councilor Dai Bingguo has not visited North Korea yet, despite expectations that he was on an urgent mission after the North attacked South Korea's Yeonpyeong Island. Dai visited Seoul in loco for Chinese President Hu Jintao on Nov. 27-28 and was expected to meet North Korean leader Kim Jong-il next.

      "China originally planned to send Dai consecutively to both Koreas, but the plan seems to have hit a snag," a diplomatic source said Tuesday. "It seems he has no plan to visit the North for the time being."

      Some observers speculate that the North is declining to receive him. "The North probably doesn't want him to meet Kim Jong-il right after his visit to Seoul," the source said.
