N.Korea Scores F on Nuclear 'Report Card'

      North Korea has been rated the worst country in the world in terms of nuclear arms reduction and nonproliferation.

      In a 2009-2010 report published Wednesday, the Arms Control Association of the U.S. gave the North an overall grade F for continuing nuclear tests and supplying other countries with nuclear materials and technology.

      Titled "Assessing Progress on Nuclear Nonproliferation and Disarmament," the ACA report reviews 11 countries believed to have nuclear arms or to be developing them. The others are India, Pakistan, Israel, Iran and Syria, the U.S., China, Russia, France and the U.K.

      The North scored F in seven out of 10 categories such "Banning Nuclear Testing" and "IAEA Safeguards," and Ds in three including "Nuclear Security Commitments."

      The North was the only one to get an F. Even Iran and Syria, which are suspected of developing nuclear weapons, scored Ds.

      Israel and Pakistan, which have nuclear weapons but are not recognized as nuclear powers, scored a C-. The U.S., the U.K. and France got Bs, and China and Russia B-.
