North Korea arrested another employee of a South Korean company in the Kaesong Industrial Complex on Friday evening, questioned him for three or four hours and then released him, it was confirmed Monday."

The North Koreans took issue with internal North Korean lecture materials the man had," a senior South Korean government official said. "He was released as it seemed unintentional, but for a moment we thought it would become second Yu Seong-jin case."

Yu, a staffer with Hyundai Asan, was freed last year after being held incommunicado for 136 days on vague sedition charges. "The situation is alarming as North Korea is making trouble about things that would not have been an issue in the past," the official said.

"If South Korean sanctions against North Korea over the North's possible involvement in the sinking of the Cheonan become official, we are worried that it would put South Korean staffers at the Kaesong Industrial Complex at risk." A security official said, "The biggest obstacle for South Korean government to decide sanctions is the Kaesong Industrial Complex."
